Duties

This position is a Budget Technician, GS- 0561-6, working in Crystal River, Florida for the R4-Crystal River National Wildlife Refuge Complex. The Crystal River National Wildlife Refuge Complex is located on Florida’s west coast, stretching 160 miles from Crystal River to Tampa Bay. There are five refuges in the complex, Crystal River, Chassahowitzka, Egmont Key, Passage Key, and Pinellas, with the home office located in Crystal River, Florida.

As a Budget Technician your duties will include, but are not limited to, the following: Responsible for analyzing, identifying and inputting cost accounting data, Financial Business Management System (FBMS), a computerized committing, obligating and paying system.
Assists the Budget Analyst in management of the fiscal functions of the office and provides information and data required for budget formulation, budget tracking and reconciling.
Prepares, records and processes a wide variety of invoices and documents for commitment, obligation or payment.
Determines subactivity to be charged and accesses FBMS to input commitments, obligations and payments. Confers with appropriate contacts to determine cause of rejected transactions and prepares proper documentation for correction. Follows up to resolve problems.
Serves as one of the main contacts for procurement activities to obtain necessary supplies and services to meet field office needs.
Assists the Program Support Specialist and other refuge staff in tracking grants, cooperative agreements and interagency agreements. This includes payment of invoices and resolving any payment problems with the regional office and Denver payment center.
Supports visitor services programs of the refuge by greeting and orienting visitors. Answers designated office telephone lines and provides answers to questions from the public or directs these questions to the appropriate individual or office

In order to qualify for this position you must possess the Minimum Qualification.

Minimum Qualification [GS-07]
One year of specialized experience comparable in scope and responsibility equivalent to grade GS-06 in the Federal service. Experience include 1) verifying accuracy and reconciling discrepancies of budgetary data in electronic systems; 2) monitoring and updating status of obligations and expenditures in electronic systems; 3) processing procurement actions or similar financial documents in electronic systems; AND 4) advising staff on budgetary, financial or procurement regulations, policies and procedures. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Ability to carry out studies and analyses related to budgetary needs. Skill in researching, collecting, and analyzing statistical data from numerous sources, and making recommendations to the Budget Analysts and Business Team Leaders, based on those conclusions.
Knowledge of budgetary and financial management policies, procedures, and regulations of the Service and the Department as they relate to governmental accounting and financial procedures.
