Job Summary:

This role is a leader in the Utility Integration team in the Reedy Creek Energy Services (RCES) organization. RCES Cast Members work on behalf of the Central Florida Tourism Oversight District (CFTOD) designing, operating and maintaining CFTOD-owned utility systems across the Walt Disney World Resort. The Planner is a salaried Cast Member that will have responsibilities including contractual processes, purchasing and accounts payable.This person will ensure CFTOD and WDW contract procedures are being adhered for contract development, bid and award, change orders, invoicing and contract payment applications. Contract management, financial management, project management and construction knowledge are required to understand the various utility projects. Strong communication and computer skills are needed to be successful to initiate contracts and to follow the progression of a job with correspondence and all other documentation processes to complete a project efficiently.

This role reports to the RCES Warehouse and Contracts Administration Manager.

Responsibilities:

  • Supplier Identification, identify potential suppliers through research, market analysis, and leveraging existing vendor relationships.
  • Issue ITB’s, RFP’s and RFQ’s packages and associated addenda on behalf of CFTOD to support project management and operations. Attend Pre-Bid/Post-Bid meetings as needed.
  • Initiation of contracts, work authorizations and change orders with associated supporting documentation.
  • Manage cost by review and timely processing of invoices and contract payment applications and researching financial discrepancies.
  • Monitor and modify contracts to ensure proper funding and durations are maintained for contracts and service agreements
  • Ensure timely processing of request for information (RFI), issuance of field directives, development of cost estimates with engineering and consultants, conversion to change orders, obtaining appropriate change order approval.
  • Review change orders to ensure reasonable and accurate amounts for approval.

Basic Qualifications:

  • Prior experience in Engineering, Construction, Contract Management, Project Management or utility operations
  • Demonstrated knowledge of construction processes, purchasing and contract management.
  • Effective communication and facilitation skills
  • Exceptional organizational and planning skills
  • Ability to multitask, highly organized and detail-oriented
  • Effective in relationship building with teams, sub-contractors, and vendors

Preferred Qualifications:

  • Four years of applicable experience in Engineering, Construction, Contract Management, Project Management or utility operations.
  • Demonstrated experience with estimating and bidding processes.

Required Education:

  • Bachelor’s degree in Construction, Engineering, Management, Project Management, or applicable related profession.
